The replacement of central heating systems with high-efficiency cogeneration units could cost EUR2.5 billion, Monday said Dan Gheorghiu, leader of Romanian energy system design institute ISPE.

The ISPE official added the implementation of cogeneration systems requires synchronization between the politics, legislation and social aspects, while financing needs to be clear as well.

Furthermore, according to Gheorghiu, Romania needs to perfect its methods of support and change the current pricing methodology for thermal power transport and distribution.

A progressive increase in the price of thermal energy would need to consider the extent to which the population can withstand this hike. It is reasonable to assume people can spend 8.5% of their annual income on thermal power, Gheorghiu said.
