Ponta Opens Bucharest-Ploiesti Highway, Says Will Still Fine Contractors For Delays

Romanian Prime Minister Victor Ponta on Thursday cut the ribbon to open traffic on the A3 highway, linking capital Bucharest to Ploiesti, but said the Government will still charge constructors penalties for delaying works.
