Romanian authorities consider transferring part of state-run electricity and thermal power producer Electrocentrale Bucuresti (ELCEN) to Bucharest City hall or the bankruptcy of heating distributor RADET and the setup of "RADET 2", both triggering debt write-off, said Economy Minister Andrei Gerea.
