Conpet Pipeline Upgrades, Blocked By Unclear Laws

Certain pipeline upgrade investments of Romanian state-run oil transporter Conpet Ploiesti (COTE.RO) are blocked by the taxes levied by public roads administrators on the pipes, although they are state’s public property and should not be subject to taxes.
