Romania To Pay Almost EUR7.5M For ECHR Judgments Final In 2010

Romania is liable for almost EUR7.5 million in just satisfaction for judgments which remained final in 2010, according to the annual report on the execution of judgments of the European Court of Human Rights (ECHR).

The report says the Romanian state must pay EUR7,443,180 for cases and judgments final in 2010, with an average satisfaction of EUR53,936. The damages ordered through judgments ruled in 2010 amount to about EUR3.6 million, the rest are for rulings made in 2009, which remained final in 2010.

On January 17, 2011, Razvan-Horatiu Radu, Romania's then-agent for the ECHR, said the total amount of damages to be paid by Romania has declined compared to previous years. According to his data, Romania was ordered to pay EUR8 million for judgments ruled in 2007 and EUR12 million each for judgments made in 2008 and 2009.

The total sum to be paid by Council of Europe member states in judgments final in 2010 is EUR64,032,638. Romania is liable for the second-highest sum, after Turkey (EUR24,541,838).

The Foreign Ministry said Tuesday, citing the report, that Romania ranks first by the number of cases closed in 2010, with 17% of the total, compared to the number of Romanian cases under supervision - 6% of the total. "This bears out the good cooperation with the Council of Europe department for judgment execution," says the ministry.

The ministry also points out that the number of Romanian cases that remained final in 2010 has declined from the previous year (9% in 2010, from 13% of the total in 2009). Romania also generally respected payment deadlines - the state paid just satisfaction after the 3 month-deadline in only 14 cases, or 9% of the total, below the 13% average.
